I refer to the Government’s process to establish the new Economic Regulation Authority outside ministerial and parliamentary scrutiny by amending the following Acts: the Builders Registration Act; Conservation and Land Management Act, Constitution Acts Amendment Act; Energy Coordination Act; Financial Administration and Audit Act; Fire Brigades Act; Freedom of Information Act; Gas Pipelines Access (Western Australia) Act; Public Sector Management Act; Railways (Access) Act; Rights in Water and Irrigation Act; Swan River Trust Act; Water Agencies (Powers) Act; Water Boards Act; Water Corporation Act; and the Water Services Coordination Act. In giving primacy to the ideologically based rules of national competition policy and placing such authorities outside ministerial direction, how will the Government ensure the protection of the rights and welfare of the community in relation to the delivery and utility of essential services for all Western Australians?
