PERTH MAJOR SPORTS STADIUM
17. Mr J.E. McGRATH to the Minister for Sport and
Recreation:
In the lead-up to the 9 March
election, the Premier told the people of Western Australia that work on the new
Perth stadium site would begin in the first half of this year. With that in
mind, can the minister update the house on the progress of this most exciting
project?

I thank the member for South Perth for his question and his
assistance in all the work we have been doing. The stadium is a happening thing—it
is going to happen. Works will start fairly soon—around June. From the
outset our strong focus has been on planning. We directed the steering
committee to make sure it got the planning right. We went through an exhaustive
and very extensive process. That has been done and it is a process that has
stood this government in good stead with many of the other sporting projects we
have done. The member for South Perth would have seen the result of the new nib
Stadium and Barbagallo Raceway. It is really important to get the planning
right, which we have done. We will undertake that same planning with the
Western Australian Institute of Sport facility, which is at that stage now. We
are now progressing to the next important stage of the major stadium. On Friday
the Premier announced that three consortia of the world's top stadium
builders have been short-listed to bid for the design and construction of the
new Perth stadium. These consortia all have extensive international experience
on stadiums such as London's Olympic Stadium, Wembley Stadium, Stade de
France, Adelaide Oval, Singapore Sports Hub and a whole host of others. They
have had great experience. The three consortia are Westadium, led by Brookfield
Financial and John Laing; Confidem, which is led by Capella Capital; and
WestAdium, which is led by Bouygues and Plenary Group. As sports minister, the
Premier's announcement gave me a heck of a lot of confidence because
when the member for South Perth and I looked at stadiums in the United Kingdom
and America, which was an important thing to do, most of them had had the
involvement of one of those consortia. They are at the cutting edge of world
stadiums, which is a great thing. We are really confident that we have the
right people to work with. Their detailed and fully costed proposals will be
submitted to us by November this year, and the contract will be awarded in
mid-2014, with the construction of the stadium to commence later next year and
be at least ready for the AFL season in 2018—maybe even sooner.

am equally pleased that a local WA company, Ertech Keller joint venture, has
been chosen as the preferred contractor for the preconstruction site works. Its
job is to prepare the site for the construction of the stadium, and groundwater
and waste management as well. Its work will start out there around June this
year, and it will take around 18 months. That is going on concurrently while we
do the design with the other three consortia. So, with everything that we said,
we have met the time lines. We are consistent with our planning and it is going
to happen and it is going to be in the member for Victoria Park's area—I
reckon he will be pretty excited about it!

Before I sit, I want to acknowledge Ron Alexander, Richard
Mann and the steering committee. They have done a mountain of work. We have
consulted with many user groups, sporting groups, community groups and
individuals; their work has been outstanding. Members opposite all laughed when
we announced a fan group to involve fans, but the input of our ''fan
first'' group has been absolutely outstanding. This will make sure that
we will deliver a stadium that WA people want. Every seat in this stadium will
be special, it will be a great experience and it is happening.
