(2) Following the enactment of the Financial Management Act 2006, agencies are no longer required to pay the capital user charge. In order to make the appropriation tables in the budget papers meaningful for comparative purposes, the impact of the capital user charge has been removed from the 2005-06 actuals and both the 2006-07 budget and estimated actual. Although agency financial statements in the budget papers for 2005-06 and 2006-07 still include a capital user charge expense, a reconciliation identifying the impact of its removal has been inserted after the statements for each agency.
