I refer to Stage 1 of the Hamilton Precinct Residential Development in South Hedland, and ask: (a) who is the “third party” with whom a Memorandum of Understanding has been executed in relation to securing 100 lots within the development; (b) what is the amount the Government has outlaid, or will, outlay to secure these 100 lots; (c) has the amount outlined in (b) been paid and, if so: (i) on what date was the amount paid; and (ii) to whom was the money paid; (d) what is the name of all persons sitting on the joint steering committee overseeing this project; and (e) have civil works commenced at the precinct and, if not, when are they expected to commence?

The Department of Housing advises:
(a) The Department has a memorandum of understanding with the Department of Regional Development. It has a heads of agreement with Cedar Woods to deliver services infrastructure and stage 1 of the development.
(b) The cost to prepare and acquire the site and develop the first 100 lots is estimated to be $25 529 693. This comprises the purchase of the land from the Department of Lands, native title payment, development costs and infrastructure provision; and includes a pre funded amount of $4.95 million for a waste water pump station, which will be refunded to the Department by Water Corporation on completion.
(c) $1 966 350 of $25 529 693 has been paid.
(i) Payments have been made between 29 June 2012 and 31 December 2014.
(ii) Payments have been made for the provision of legal services, audit and compliance, development and project management costs, infrastructure and engineering design work.
(d) From the Department of Housing: Simon Moore, Director Business Development; Will Carroll, Director Housing Programs; and Jacqui Herring, Director Market Innovation and Partnerships.
From the Department of Regional Development: Brett Sabien, Manager Regional Investment Services; Michelle McKenzie, Executive Director, Regional Investment.
From the Department of Treasury: Nicole Eastough, Assistant Director GTE Policy and Projects.
