FIONA STANLEY HOSPITAL — AMBULANCE RAMPING
1063. Hon ADELE FARINA to the minister
representing the Minister for Health:
(1) On Monday, 22
August, between the hours of 2.30 pm and midnight, what was the maximum number
of ambulances at any time ramped at Fiona Stanley Hospital?
(2) What was the
maximum time an ambulance was ramped at Fiona Stanley Hospital on the date and
between the times specified in (1)?
(3) Does the
minister think it is reasonable for an elderly patient needing critical
treatment that could not be provided at Busselton or Bunbury hospitals and who
was flown from Busselton to Perth to find himself in an ambulance ramped
outside Fiona Stanley Hospital for about four hours?
(4) Will the
government commit to increasing the number of beds at Bunbury Regional Hospital
and Fiona Stanley Hospital and the capacity at Fiona Stanley Hospital emergency
department?

On behalf of the Minister for
Health, I thank the honourable member for some notice of the question.
(1) The maximum
number of ramped ambulances for 22 August between 2.30 pm and midnight at Fiona
Stanley Hospital was seven.
(2) The maximum
time an ambulance was ramped between 2.30 pm and midnight at Fiona Stanley
Hospital was approximately 254 minutes.
(3) The minister
agrees that the situation described does not seem optimal and would be pleased
to investigate this specific case if the honourable member would provide the
relevant patient details.
(4) The capacity
and level of activity at Bunbury and Fiona Stanley Hospitals is established
through the ''Clinical Services Framework 2014–2024'',
and based on extensive consultation with health service providers to meet the
service needs of the community. The current capacity at Bunbury and Fiona Stanley
Hospitals is considered appropriate to meet the demand of the populations
serviced by these hospitals. From time to time, there may be circumstances in
which waiting times exceed targets. However, it would be inappropriate to make
capacity decisions on the basis of a single indicator.
