A Board of Directors governs Keystart. The Board operates independently in accordance with their corporate and commercial responsibilities and objectives. The Minister for Housing and Works cannot direct the Keystart Board in relation to its decisions and operations. In 2000, following a tendering process, a company called Scheme Managers Pty Ltd was engaged to manage Keystart. The Department of Housing and Works obtained advice from the State Solicitor's Office in relation to the information sought. It is advised that neither the Minister for Housing and Works nor the Department of Housing and Works is able to provide the information sought as the confidentiality clause of the contract with Scheme Managers Pty Ltd prohibits the disclosure of information of this nature as it is advised it directly relates to the terms and conditions of the contract between the parties. Since 1 July 2006, a new company, Keystart Scheme Management Pty Ltd, manages the day-to-day operations of Keystart, including Scheme Management, and employs the staff that performs those functions.
