Regarding the Kalgoorlie Consolidated Gold Mines Pty Ltd (KCGM) mine expansion proposal to deepen the open pit to about 700 metres deep and the proposed reduction in the Safety Exclusion Zone from 400m to 200m, and a report concerning blasting and fly rock, prepared by Mr Peter Lilly, (who previously was the Chairperson of the KCGM Community reference group) and another report concerning pit wall stability, I ask -
(1) Given that the above proposal and both of the reports referred to above report impact upon hundreds of people’s homes and business in the Kalgoorlie-Boulder area, will the Minister ensure that the proponent makes these reports publicly available to all residents and business’s to allow for a six week public comment period where submissions can be lodged with the Department of Industry and Resources specifically addressing matters stated in these reports?
(2) If no to (1), why not?
(3) Will the Minister table a copy of the fly rock report prepared by Mr Peter Lilly?
(4) If no to (3), why not?
(5) Will the Minister table a copy of the pit wall stability report concerning the above referred to proposal?

The Minister for Resources has provided the following response: (1) The Department of Industry and Resources does not have any statutory authority to manage the expansion proposal. However, Kalgoorlie Consolidated Gold Mines' ("KCGM") Blasting and Fly Rock report was released to the public as part of the Public Environmental Review process set by the EPA for the expansion proposal. The report indicates that, based on current best practice, the blast clearance zone can be safely reduced to 200 metres. The independent review of the above report undertaken by Dr Peter Lilly, Chief of CSIRO Exploration and Mining Division, as requested by the Community Reference Group ("CRG") established to consider the KCGM proposal, confirms the company's conclusion, provided that appropriate quality control practices are employed. Dr Lilly's report is available to the public on KCGM's website. An independent peer review of the report on Pit Wall Stability is being finalised and will be available on KCGM's website following its acceptance by the CRG. (2) See answer to Question 1.
