❓ Hon Bruce Donaldson questions the Minister for Local Government and Regional Development about the removal of a subsidy to local authorities for valuation costs, its impact on other government agencies, and copyright issues related to valuations. The Minister's response deflects responsibility, blaming the national government's policies and referring the matter to other ministers.

The Government on 1 July of this year removed the subsidy to local authorities that assisted with the cost of valuations. As government agencies used the valuations of gross rental value and unimproved value for establishing annual charges, such as the sewerage charge by the Water Corporation - (1) Will the minister support local government and have this situation reviewed and re-establish the subsidy, given that the Water Corporation is still using these valuations and those administering the new emergency services levy are also using them to raise their charges? (2) Do local government authorities now have copyright over GRVs and UVs supplied to them which they now have to pay for totally? (3) Do local government authorities now have the opportunity to on-sell these valuations to government agencies using these valuations to raise fees and charges? Hon TOM STEPHENS

(1)-(3) My job as the Minister for Local Government and Regional Development is in part to respond to the concerns and challenges expressed by local government and to advocate on their behalf particularly to my other ministerial colleagues with direct responsibility for some of the issues that are raised. The issue that has arisen here was contained in a recommendation in the Functional Review Taskforce report to government. The Government was looking at a whole raft of recommendations so that it could make up for the dramatic loss of income the State has been experiencing as a result of policies pursued by the national Government. Hon Norman Moore: That is absolute tripe and you know it. Hon TOM STEPHENS: The Leader of the Opposition was supporting this argument a few moments ago. Hon Norman Moore: Not that particular argument. The PRESIDENT: Order! This is not a general debate. We are trying to get one more question in. Hon TOM STEPHENS: I was merely extrapolating from the Leader of the Opposition’s earlier observations. Hon Norman Moore: That is not what I said. Do not misrepresent me. Hon TOM STEPHENS: All right, I will back away from that. The national Government has produced policies on issues like health, housing and disability services which have reduced the funds available to a Government that is committed to deliver quality health, education and community safety in Western Australia. As a result the State Government was looking for some savings across a whole range of areas. The Functional Review Taskforce identified this as one of the minor recommendations contained in the report that was adopted by government. Local government raised this issue subsequently. The issue has been volubly put to the Government and to the ministers with direct responsibility for it. It is now in the portfolios of those ministers and it is up to them to deal with the representations made by local government. The question raised some interesting issues, which I imagine will be of interest to the ministers who have direct responsibility for the Water Corporation and valuations.

It is now in the portfolios of those ministers and it is up to them to deal with the representations made by local government. The question raised some interesting issues, which I imagine will be of interest to the ministers who have direct responsibility for the Water Corporation and valuations.
