I refer to the correspondence of 2 June and 28 July 2011 to the Minister from the Community and Public Sector Union, Civil Service Association (CPSU/CSA) in relation to administrative and lecturing staff within the Great Southern Institute of Technology (GSIT). Notwithstanding that delegates of the CPSU/CSA have followed proper processes to address concerns including behaviour that could constitute bullying, lack of transparency, communication and consistency in the application of policies; and also issues not being raised for fear of retribution, I ask -
(1) Will the Minister agree to an independently conducted audit of GSIT where -
(a) the independent auditor is agreed to by both the union and the Governing Council;
(b) work practices can be examined;
(c) employee’s issues of concern can be addressed without fear of retribution; and
(d) terms of reference can be agreed to by all parties?
(2) If no to (1), why not?

(2) State Training Providers are autonomous statutory authorities and, as such, deal administratively with all the issues raised.
Great Southern Institute of Technology has responded to all concerns raised by staff in relation to these matters and have followed proper processes at all times. All concerns raised in the Institute's Joint Consultative Committee have been addressed.
The Joint Consultative Committee meets monthly and is chaired by the Institute's Manager Human Resources with an equal number of union, management and non union members. The Institute complies with all public sector guidelines as outlined in its Policies on the Institute's intranet site.
