(2) This contracting arrangement was awarded on 21 February 2007 and commenced on 1 March 2007. For each of the categories described in (1) above, the contractors are:
Goldline Distributors and Nicholson Agencies;
Fonterra Brands Australia Pty Ltd and Goldline Distributors;
Fonterra Brands Australia Pty Ltd and Goldline Distributors;
Goldline Distributors and Nicholson Agencies; and
Goldline Distributors.
Kalgoorlie Hospital, Leonora Hospital and Laverton Hospital.
(3) and (4) The Department of Treasury and Finance's regional buying centre developed this contracting arrangement after consultation with Government agencies in the Goldfields region. It aims to improve value-for-money, support the Buy Local policy and make the procurement process more efficient, through a single tendering process, and more co-ordinated contract management. The arrangement also improves risk management by establishing a standardised set of terms and conditions (e.g. for food standards and insurance requirements).
(5) and (6) The expectation is that the contracting arrangement will be widely used because it makes buying easy and will be offering value-for-money products delivered by local suppliers. However, by leaving the option open for Government agencies to buy from other suppliers in the region, if they can get better value-for-money, then there is an ongoing competitive environment built into the contract. This is particularly important in a market where there are a small number of suppliers, hence this contract arrangement is non-mandatory.
