(1) Why were ‘English Competent – Anglo Children’ at Rostrata Primary School exempted from the English test but ‘English Competent – Non Anglo Children’ made to take the test?
(2) Why is Rostrata Primary School using English competent non-ESL children to get Commonwealth ESL funding?
(3) Can the Minister provide an explanation as to why ‘English Competent – Non Anglo’ children at the school were included on the ESL testing list when they did not meet the first criteria under the Commonwealth ESL ‘New Arrivals’ funding; that is, the requirement to be ‘Newly Arrived Migrants’, when, in fact, many of them were born in, and have only ever attended school in, Australia?

(1) An assessment was undertaken at RostrataPrimary Schoolto determine if students required specialist ESL/ESD support to fully access and participate in schooling. The school used information on student enrolment forms to identify those students from diverse cultural and linguistic backgrounds who may need assistance. This assessment process is undertaken across all public schools.
(2) I am advised by the Department of Education that there is no evidence to suggest that English speaking students at RostrataPrimary Schoolare being used to obtain Commonwealth funding.
(3) RostrataPrimary Schoolreceives general ESL funding provision, not funding provided through the New Arrivals program. This funding extends to all ESL students regardless of their country of birth, including students born in Australia. The school used information on student enrolment forms to identify those from diverse linguistic backgrounds.
