thank the member for Bicton for the question. Prior to answering that very well
crafted question, can I acknowledge on behalf of the member for Armadale
the students and staff from the Australian Christian College in Brookdale who
are here today. Welcome to Parliament.

member for South Perth for his service to Parliament over the last 15 years and
thank him for all his goodwill. He is one of the very well liked members of
Parliament. I wish him and his family all the best in the future. I expect at
the conclusion of his parliamentary career that an ambassadorial post beckons!
I can see him as a future ambassador to Afghanistan!
I thank the member for Bicton for
the question. It was great to be in Yokine this morning with the member for
Mount Lawley, the Treasurer and the Minister for Small Business to attend Lot
Six Zero cafe talking with the owner, Glen Pope, who runs that cafe and three
others. Glen was very excited because of our announcement today that we will be
cutting payroll tax. At the meeting this morning he was talking about opening a
fifth cafe in light of the announcement by the government today. What we
announced today was very straightforward. It is all about ensuring that we create more jobs and more
confidence and that we assist small businesses across Western Australia .
From 1 January 2020, the McGowan Labor government will raise the threshold from
$850 000 to $950 000 before payroll tax kicks in, and then on 1 January 2021,
we will raise it again to $1 million. These changes will result in about 1 000
businesses in Western Australia no longer having to pay payroll tax, and a further
11 000 businesses will benefit from lower payroll tax bills, with some
businesses benefiting from this decision by over $9 000 each year. This will
assist small businesses to employ more staff, to invest in their businesses and
to reinvest in the Western Australian economy by buying new plant and equipment
and the like. It is a massive confidence booster in the Western Australian
economy. I am very pleased that we have had some support out there in the
community. The Master Builders Association of Western Australia has tweeted its
support. Rick Newnham has tweeted —
Hundreds of new jobs are coming to WA
as the WA Government raises the payroll tax threshold to $1 million over two
years. This is the largest increase in WA's history. Well done
@MarkMcGowanMP and @benwyatt.

businessman and ex–Western Australian of the Year, tweeted —

I emphasise ''another''.
This shows what a government can do when it gets its finances under control,
when it has surpluses rather than deficits and when it is driving down debt in
the state budget. It shows we can reinvest in the economy with targeted measures.
Over recent weeks, we have made tax cuts, given stamp duty relief and spent on
extra maintenance on schools and hospitals, and we are making TAFE affordable
again for Western Australian students. That is our message to the Western Australian
people. They have a government that has good financial management skills, and
we are reinvesting in a targeted way in creating jobs for all Western Australians
because that is what we stand for.
