210. Hon LYNN MacLAREN to the minister
representing the Minister for Environment:
I refer to ''Perth and Peel @
3.5 Million: Environmental impacts, risks and remedies'', interim
strategic advice from the Environmental Protection Authority to the Minster for
Environment, which was released in 2015.
(1) Will the
minister please provide an update on progress towards implementing
recommendation 33 of the report?
(2) Does the
minister agree with the EPA's analysis that of the 6 535 hectares
acquired to offset the clearing of a total 1 230 hectares of foraging habitat
for Carnaby's cockatoo in the Perth–Peel region during the
period October 2012 to May 2015, less than two per cent has been for habitat
creation, rehabilitation and revegetation, meaning that there has been a significant
net loss of foraging habitat for this endangered bird?
(3) If yes to
(2), does the minister also agree with the EPA that this cannot be considered a
sustainable long-term strategy for any species; and, if not, why not?

report from the Environmental Protection Authority was interim advice,
intending to inform and guide the development of the strategic assessment of
the Perth and Peel region. This plan is addressing future impacts on a range of
environmental values to achieve sustainable outcomes in the Perth and Peel
region over the coming decades. The plan is still in draft form and is
currently open for public comment.
