I refer to the 2012-13 Legislative Council Budget Estimates supplementary question No. 19 for the Department of Training and Workforce Development and the decrease in the number of government funded courses at Certificate III and above offered in regional Western Australia between 2010 and 2011. I ask —
(1) Which of the courses offered in 2010 are no longer available?
(2) How did the department decide which courses would no longer be offered in regional Western Australia?

(1) Of the courses available in 2010 at Certificate III and above in regional Western Australia, 116 were not offered in 2011. Conversely, there were 85 courses at Certificate III and above offered in 2011 that were not available in 2010.
It is difficult, however, to identify with any certainty the specific Certificate III and above courses offered in regional areas in 2010 which were not delivered in 2011.
This is because the number of government funded training courses offered from one year to the next is subject to fluctuation as new courses are added and old ones deleted or replaced as part of the continuous training package qualifications review and replacement cycle.
The numbers are also affected by the fact that training delivery may be moved to a more appropriate qualification level within the same industry area, or the course may still be available but not delivered due to low industry and/or student demand.
(2) The Department does not decide which courses will no longer be offered in regional Western Australia. As previously noted, fluctuations in the number of courses planned for delivery is due to the continuous training package qualifications review and replacement cycle driven by the national Industry Skills Councils. This process may also result in the movement of training to more appropriate qualification levels within the same industry area.
In some circumstances the course may still be available (in other words, on a training provider's scope) but it is not delivered in a given year due to low industry and/or student demand.
