A larger than anticipated new works program was announced in the 2005/06 budget resulting in expenditure of $380 M across a large number of projects for many agencies. This was greater expenditure than anticipated. The size of the Education and Training program is the main contributing factor, particularly expenditure on New Works high school projects. Other major contributing programs are the capital programs for the departments of Health, Police and Justice.
