I refer the Premier to his decision on the Mauds Landing development. (1) Will the Premier table the letter from the Environmental Protection Authority chairman to the Minister for the Environment dated 2 December 2002, as referred to in the chairman’s letter dated 23 December 2002 and tabled yesterday in response to question without notice 1148? (2) Did the Premier seek and obtain environmental advice from any other source beyond the EPA and appeals committee; and, if so, from whom? (3) Did the Premier seek and obtain advice on matters other than environmental factors from any source; and, if so, from whom? (4) Will the Premier explain why he did not consider the economic and social benefits of the development proposal and instead focused only on environmental factors in making his decision on the Coral Coast resort proposal? (5) Does the Premier feel he has any obligation to consider the Coral Coast resort proposal from a broader perspective beyond the environmental factors? Hon KIM CHANCE

I thank the member for some notice of this question. (1) Yes. I table the letter with this answer. [See paper No 1353.] (2) No. (3) Yes. Crown Solicitor’s Office. (4) In determining the appeals from the report of the EPA under section 100(2) of the Environmental Protection Act 1986 the Premier was obliged to consider only the environmental factors relevant to the proposal. (5) The Premier has an obligation to follow due process on this matter, which he has done. HARVEY WATER PROPOSAL 1165. Hon NORMAN MOORE to the Minister for Government Enterprises: I refer the minister to the proposal by Harvey Water that would result in additional water from the Harvey irrigation area being piped to Perth to be sold on behalf of Harvey Water to allow it to fund the expansion of piped irrigation. (1) Why has the Government been so slow to act on the offer, as it would deliver some three gigalitres of water for Perth without requiring any investment by the Water Corporation? (2) Can the minister indicate what issues need to be resolved before this apparently sensible idea is acted upon and how long it will take to resolve those issues? Hon NICK GRIFFITHS replied: I thank the Leader of the Opposition for some notice of the question, but he did say he asked the question without notice. The Leader of the Opposition has given me notice of a question in similar terms, and that does not matter because he is entitled to ask me a question without notice; the notice is a courtesy - Hon Norman Moore: I asked a question yesterday about this issue. This is a follow-up question. Hon NICK GRIFFITHS: Is this the question that the Leader of the Opposition asked yesterday? Hon Norman Moore: No. Yesterday I asked a question without notice of which some notice was given, and you gave me an answer. I am now asking a follow-up question. Hon NICK GRIFFITHS: When the Leader of the Opposition asked me the question yesterday I advised him of the issues that needed to be addressed and who was addressing them. I think that probably answers the question. Hon Norman Moore: I asked why you have taken so long to do anything about it. Hon NICK GRIFFITHS: I disagree that the matter has taken a long time. The PRESIDENT: Order! This is not a debate, members.
