I refer to recent machinery of government changes, and the split of responsibilities in relation to the Department of Transport and Major Infrastructure across multiple Ministers, and I ask: (a) can the Minister please provide a detailed response, flowchart, list or table clearly showing the division of responsibilities over various offices, topics, services and responsibilities of each of the Ministers administering responsibilities via the Department; and (b) in relation to (a), is there an overriding "rule" or logic that can be applied to understanding the divisions of responsibilities, or would it be more accurate to describe the division as an organically evolved and negotiated distribution between Ministers?
