423. Hon ROBIN CHAPPLE to the minister
representing the Minister for Environment:
I refer to the technical ammonium nitrate production facility EPBC
2008/4546 and the Department of Environment and Conservation–managed
monitoring program stated in clause 10.
(1) Did the DEC-managed monitoring program
colour contrast and spectral mineralogy monitoring program commence at the beginning
of construction?
(2) If no to (1), why not?
(3) If yes to (1), what progress has been made and will the minister
table any current reports?
(4) If yes to (1), have the proponents
contributed the correct pro rata amount annually; and, if so, how much?
(5) If no to (1), will the project be allowed to proceed to start-up if
these conditions have not been met?
(6) If yes to (1), why?

I thank the member for some notice of the question.
(1) The Burrup rock art monitoring program for
colour change and spectral mineralogy has undertaken monitoring at seven sites
on the Burrup peninsula since 2004. The Department of Environment Regulation
has managed the monitoring program through the Burrup rock art technical
working group from 1 July 2013. The Department of Environment Regulation
granted a works approval to Yara Pilbara Nitrates Pty Ltd on 25 July 2013. An
application for a licence to operate the facility was made on 30 March 2016 and
is currently under assessment. Three additional sites within two kilometres of
the ammonium nitrate production facility premises were added to the monitoring
program from 2014 to include Yara Pilbara Nitrates.

Petroglyphs: Colour Change & Spectral Mineralogy 2004–2014''
report was published on the Department of Environment Regulation's
website in November 2015. I table this report.

(4) Yes. Yara Pilbara Fertilisers
contributed, inclusive of GST, $29 317 in 2014–15 and $30 982.60 in
2015–16. These amounts include the one-sixth pro rata amount for Yara
Pilbara Nitrates. Yara Pilbara Nitrates provided further funding of $21 156
in 2014–15 and $22 012.10 in 2015–16, inclusive of GST, to the
Department of Environment Regulation for the monitoring of the three sites in
the vicinity of the ammonium nitrate production facility from 2014.
(5)–(6) Not applicable.
