With regard to the delivery of Home and Community Care (HACC) services into remote regions of Western Australia, I ask —
(1) Are HACC services delivered to people living in the remote Aboriginal communities in the Pilbara Region, including the western desert communities of Jigalong, Punmu, Parnngurr and Kunawarritji?
(2) If yes to (1), are they delivered by government agencies or outsourced to non-government organizations, and which ones?
(3) If no to (1), why not?
(4) Has there been an evaluation of the effectiveness of HACC services delivered by government as compared with non-government agencies in the remote Pilbara Aboriginal communities?
(5) If yes to (4), what has been the outcome of this evaluation and will the Minister table any reports?
(6) If no to (4), why not?
(7) Has there been an assessment of the HACC services delivered to Aboriginal people living in remote Aboriginal communities to ensure they are adequate and culturally appropriate to the needs of local people and the local situation?
(8) If yes to (7), will the Minister table any findings and reports?
(9) If no to (7), why not and will the Minister consider carrying out such an assessment?
(10) How many contact days were provided by HACC service providers to each of the communities in 2010-2011 and 2011-2012?

(1) Yes.
(2) These services are outsourced to non-government organisations. The East Pilbara Independent Service provides HACC services to Jigalong.
The WA Country Health Service (WACHS) Pilbara Community and Aged Care Services contracts the communities of Kunawarritiji, Parnngurr and Punmu to employ support workers to provide HACC services to eligible community members. A WACHS HACC Project Officer provides support to these employees.
(3) Not applicable.
(4 -5) An evaluation specific to HACC services delivered in the remote Pilbara Aboriginal communities has not been conducted. However, comparisons between non government and government services are undertaken by the Commonwealth and reported through the annual Report on Government Services. (7) Yes. CommunityWest conducts quality reviews of all HACC services in Western Australiaon behalf the State, inclusive of HACC services delivered to Aboriginal people living in remote Aboriginal Communities. The reviews are conducted against the Community Care Common Standards which includes the Expected Outcome of Standard 2.2 which is: "each service user participates in an assessment appropriate to the complexity of their needs and with consideration of their cultural and linguistic diversity ".
(8) No. CommunityWest conducts quality reviews of each of the many HACC service providers across the State. In response to each review the individual service provider is required to respond to the Department of Health and Ageing setting out an improvement plan to ensure that the Expected Outcomes of the Community Care Common Standards are met.
(9) Not applicable.
(10) WACHS reports on HACC services to the National Data Repository every three months as part of the contractual agreement between the Department of Health and Department of Health and Ageing.
