I refer to the Notice of Intent Fimiston Project - Phase 11 proposed ore processing plant expansion for Kalgoorlie Consolidated Gold Mines Pty Ltd (KCGM) September 1990, and the answers provided for question on notice number 3211 of 1 December 2005 -
(1) Is it correct that part of the September 1990 document referred to above states ‘Further management aspects are covered in more detail in the Technical Addendum for Tailings Storage Extension (Dames and Moore, 1988a)’?
(2) If no to (1), will the Minister table a copy of this September 1990 document?
(3) If the Department does not already have a copy of the report titled ‘Technical Addendum for Tailings Storage Extension (Dames and Moore, 1988a)’ concerning the management aspects of the tailings dam, will the Minister obtain a copy from KCGM and table this copy?
(4) If no to (3), why not?
(5) Can the Minister quote all of the specific text from the report titled ‘Technical Addendum for Tailings Storage Extension (Dames and Moore, 1988a)’, concerning the management aspects of the tailings dam in relation to seepage and pollution matters?

(3) No. (4) The DoE considers that the works approval issued in 1990. that included reference to the September 1990 Notice of Intent, only relates to the construction of the facility and not its ongoing management. The DoE regulates the management of the facility through the current operating licence (6420/10) under part V of the Environmental Protection Act 1986 . Given the works approval issued in 1990 didn't include reference to this addendum it is not considered to be a significant component but rather a reference.
