Services:
The minister today announced
approval to draft amendments to legislation to enable a global positioning
system to track those deemed as dangerous sex offenders in the community. Can
the minister outline to the house the details of this recent announcement and
how this legislation will continue to help protect our community?

I thank the member for the question.
The Western Australian Liberal–National government is serious about
crime in this state, and part of the public protection strategy is to identify
offenders within the custodial and community environments who pose the most
risk to the community. Today's announcement, in part, was about the
public protection unit that will be housed within the Department of Corrective
Services, and its role is to identify offenders who are subject to
collaborative management across various government departments, including the
WA Police, the Department of Corrective Services, the Department of Health and
other people who are interested in this area. The public protection strategy
applies to both young and adult offenders. The public protection strategy aims
to ensure that planning and review processes are managed efficiently; that
program recommendations are implemented; that the placement and release of
planning incorporates security and community safety considerations; and that
the managers of identified offenders to the community are managed as a
collaborative interagency response.
As part of the strategy, the department intends to establish
the unit that will have the responsibility of managing the global positioning
satellite centre. Three senior management committees operate under this
particular strategy: the department's strategic steering committee will
develop policy and provide oversight and strategic direction; the Public Protection
Review Committee will identify those who come under the spotlight; and the
Interagency Public Protection Committee is a multiagency approach to target the
critical few. The interagency public protection committee is underpinned by a
memorandum of understanding, which in November 2011 was expanded to include
representatives from the WA Police, the Department for Child Protection, the
Department of Housing and the Department of Health. What is very important
about today's announcement is that not only does this protection unit
look after the 19 sex offenders —

Mr M.J. COWPER : In
winding up, the committee currently provides strategic oversight for the
management of 19 sex offenders who are currently on our streets, and it is also
responsible for other offenders in our society who pose a potential risk to the
safety of the people in Western Australia—something that this
government is very serious about.
