I refer to the minister’s commitment on 20 February 2000 to let the local community determine the future use of the old Scarborough Senior High School site, and to her statement on 12 July 2001 that the Government would accept $10.5 million from the sale of land at the site, and ask - (1) Given that the sales revenue has far exceeded all expectations, will the Government get its $10.5 million without having to sell all the blocks? (2) If so, will the minister now agree to set aside significantly more land for public use? (3) In view of this windfall, will the minister live up to her Government’s commitment to build a new swimming pool on the site and not elsewhere? Ms A.J. MacTIERNAN

I thank the member for the question. (1)-(3) This matter went to a referendum involving some 6 000 people in the catchment area of the Scarborough Senior High School site, a process that was overseen by the Western Australian Electoral Commission. The community was given a wide variety of options and it was clear that the attitude taken by the Scarborough High School Open Space Action Group - SHSOSAG - that 100 per cent of the area should be left as open space, represented only a minority view. Within the community 76 per cent elected not to maximise public open space, but to develop facilities on the site. The Government has made a commitment to deliver a basketball facility and also a swimming pool on the site. I am disappointed with the progress that has been made to date with the City of Stirling. Later this afternoon I will be meeting with the Mayor of the City of Stirling to discuss why those processes have been delayed. However, $3.8 million is in a trust fund for these works to which the Government is committed. The $10.5 million has been provided to the Department of Education to invest in improvements in education facilities for the community, which were made necessary by the closure by the previous Government of the Scarborough Senior High School. Over and above that $10.5 million, is the $3.8 million that was received from LandCorp and put into a trust fund to develop these facilities. This Government has every intention of developing facilities on that site.
