Public Sector agencies to whom the Substantive Equality Policy Framework applies are required to continue to progress substantive quality outcomes to eliminate systemic racial and other forms of discrimination in the provision of public sector services, and to promote sensitivity to the different needs of client groups.
The existing Public Sector Commission Circular on substantive equality is due for review in December 2013. The Public Sector Commission is currently working with the Equal Opportunity Commission to re-issue this circular to clarify this continuing requirement. Through its Community Education functions, the Equal Opportunity Commission will offer training and provide resource materials, including
guidelines regarding non-discrimination in service delivery.
