(1) Yes.
(a) DEC sought from FESA an assurance that the reports would be handled in confidence, because the fatalities at the Boorabbin fire are subject to a Coronial inquiry. DEC requested that the reports not be reproduced and that access to the documents be strictly controlled. DEC also requested a meeting with FESA to ensure that the necessary context and background to the reports was provided.
(b) FESA's Chief Operations Officer, Craig Hynes.
(2) Yes
(a) Principally "WESTPLAN-BUSHFIRE".
(b) WESTPLAN-BUSHFIRE was prepared by FESA in consultation with DEC fire management staff. The current version was prepared in 2005. A revised version was prepared in 2008 by FESA and DEC fire management staff, and will be submitted to the State Emergency Management Committee for approval.
DEC and FESA also prepared a draft MOU during 2008 that outlines the fire prevention, preparedness, suppression and recovery arrangements by agencies within rural lands.
(3) Yes. Senior representatives from FESA, WAPolice, local government authorities in the Goldfields, DEC and other agencies participated in a debrief of the Boorabbin incident at Kalgoorlieon 20 February 2008. This debrief was organised through the Operations Area Management Group which met on several occasions to coordinate the response and recovery operations during the Boorabbin wildfire incident from 31 December 2007 to 8 January 2008. DEC has conducted 12 separate debriefs on the Boorabbin incident, within the agency, that involved Incident Management Teams, DEC district and region staff, and staff from specialist sections.

(a) In the Goldfields Region an extensive program of bushfire risk mitigation has been implemented and is ongoing, involving DEC, FESA, local government authorities, WA Police, Main Roads WA and other agencies.
There have been a number of changes to DEC's operating guidelines as a result of lessons learned from the debriefs and Post Incident Analysis processes conducted within DEC. These changes are associated with prevention, response, research and recovery aspects of fire and incident management. All high priority changes have been implemented by DEC during the current fire season.
With respect to traffic management issues, the WA Police, DEC, FESA, Main Roads WA and the Western Australian Local Government Association have developed a guidance document titled "Guidelines for the Operation of Road Closures during Bushfires" which has been endorsed by the Emergency Services Subcommittee of the State Emergency Management Committee, and which has been applied during the 2008/09 fire season for bushfires impacting on public roads.
