I would enjoy, in particular, tabling the comparisons between the capital works program of the previous Government and that of the current Government in this area. However, the Minister for Energy has provided the following response. (1)-(5) The matters of concern to the honourable member and the documents he has referred to were among a wide range of documents reviewed by the review committee. The committee also had the benefit of interviews with all senior officers of Western Power and with the minister and his advisers involved in the events leading up to and during Wednesday, 18 February 2004. As the honourable member will be aware, the committee had a very senior and highly regarded membership comprising Mr Chris Cronin, the chairman, who is a retired senior executive of Woodside Petroleum Ltd; Brigadier Warner, who recently retired after a distinguished career in the Australian Army; Mr Wayne Martin, QC, a senior member of the independent bar in Perth; and Ms Jenny Seabrook, a non-executive director and deputy chair of Western Power audit and risk management committee and executive director of Gresham Advisory Partners Ltd. The report of the review committee is very comprehensive, reporting in great detail on the events leading up to and during Wednesday, 18 February 2004. The report of the review committee is available on the Western Power web site. The Minister for Energy commends the report to all members interested in achieving a full understanding of the events of 18 February 2004. Point of Order Hon NORMAN MOORE: Is it necessary for the minister to make some endeavour to answer the question or is an answer of the sort we just got, which has no relationship to the question, in order? The PRESIDENT: There is no point of order. Questions Without Notice Resumed Hon NORMAN MOORE: We have rules about what questions can contain; perhaps we need some rules about what the answers can contain
