CITIES OF PERTH AND VINCENT
195. Hon LJILJANNA RAVLICH to
the minister representing the Minister for Local Government:
I refer to the state government local government boundary
model released in 2013, which proposes amending the boundaries to include part
of the City of Vincent council in the City of Perth.
(1) What
impact will this have on the existing employees' enterprise bargaining
agreements and their rates of pay?
(2) In
particular, will the City of Perth Salaried Officers Agreement 2011 apply to
all the workers in the new boundaries or will workers previously employed under
City of Vincent wages and conditions still be covered by the Local Government
Industry Award 2010?
(3) If the
workers previously employed by the City of Vincent and who will come under the
new City of Perth boundary remain on their previous conditions of employment,
will this result in inequity of pay?
(4) Will a
former City of Vincent library employee be paid as a level 4 on $724.50 a week
to work alongside a City of Perth library employee being paid as a band 3(A)
worker on $913.55 a week?

of schedule 2.1 of the Local Government Act 1995 determines the approach to
employee conditions in the event of district boundary changes.
(2)–(4)
Employees' existing terms and conditions will continue to apply until a
new agreement is made for the modified local government.
