I refer to Budget Paper No. 2, Volume 1 at page 271 "Appropriation, Expenses and Cash Assets", line item "delivery of services", and ask: (a) will the Minister confirm that the increase in appropriation for delivery of services from 2012-13 to 2013-14 is $116,611; (b) what is the increase in appropriations for salaries for teachers between 2012-13 and 2013-14; (c) how much of the increase in appropriation for salaries accounts for an increase in the pay increase negotiated as part of the enterprise bargaining agreement (EBA) for teachers and how much for an increase in the number of full time equivalents between 2012-13 and 2013-14; and (d) does the line item "Amount authorised by other statutes - Salaries and Allowances Act 1975" account for the full increase in salaries as a result of the EBA for teachers?

(a)
Item 26 Net amount appropriated to deliver services
has increased by
$116.1 million when comparing the 2012-13 Estimated Actual with the 2013-14 Budget in the 2013-14 Budget Statements. An additional appropriation of $40 million for 2013-14 was approved subsequent to the budget.
The Department of Education's total recurrent expenditure budget, referred to as Total Cost of Services, is also shown on page 271 of the Budget Statements. The Budget Statements show that Total Cost of Services increases by $260 million in 2013-14. This figure increases to $300 million following the additional funds approved by the Economic and Expenditure Review Committee.
(b) Appropriations and revenue from all funding sources are pooled when the Department of Education allocates its annual budget. The total increase in salaries for staff employed under the Teachers Award from all funding sources (not just appropriation) for 2013-14 is $130.7 million. An additional appropriation of $40 million for 2013-14 was approved subsequent to the budget. This increase does not include non-salary remuneration increases, such as superannuation.
(c) The total Teachers Award salaries increase for 2013-14 of $130.7 million is comprised of:
· salary increases attributable to the Teachers Enterprise Bargaining Agreement increase of 4.25% due in December 2013 - $80.3 million;
· additional salary attributable to forecast increased Teachers Award FTEs - $46.5 million; and
· other factors impacting on salaries - $3.9 million.
(d) No. The line item
Amount Authorised by Other Statutes - Salaries and Allowance Act 1975
refers to the remuneration paid to officers of the public service holding offices included in the Special Division of the public service. This includes the Director General and two Deputy Directors General.
