(1) Has the minister altered the terms of reference of the Albany inland freight depot study to include social, environmental and community issues? (2) If yes, will the minister please table the new terms of reference? (3) If not, why not? Hon G.T. GIFFARD

I thank the member for some notice of this question. (1)-(3) The previous Government engaged Gutteridge, Haskins & Davey Pty Ltd to undertake an economic analysis of operational and infrastructure costs and benefits of the inland freight depot.  This report will be completed by the end of May and it would not be of great advantage to alter the terms of reference of the study at this late stage.  However, as a matter of priority, the minister has instructed the Ministry for Planning and the Department of Transport to work together to develop an integrated land use and transport strategic plan for the Albany region. This strategic plan will take a holistic approach and incorporate social, environmental and community considerations.  The findings of the limited study undertaken by the previous Government will also be incorporated into the strategic plan.
