I refer to C-series trains, and I ask: (a) what regulatory checks, certifications and qualifications are required at a State and National level, by law, when approving new trains and railcars to service; (b) what regulatory checks, certifications and qualifications in (a) did the first C-series train receive prior to entering active passenger service; and (c) what State and Federal legislation and/or regulations governs the requirements in (a)?

(a)    Trains are required to undergo acceptance testing in accordance with international standard IEC 61133 and compliance with Australian Standard AS7501.  In addition, certification of the design and testing process is also reviewed and assessed by an independent company.
(b)   The C-series trains successfully completed this process prior to entering active service.
