I refer to the
Victorian Training Guarantee
where students that are —
(a) under the age of 20 at 1 January 2012;
(b) enrolling in an Apprenticeship course under a training contract; or
(c) enrolling in a Foundation level course,
are entitled to a government funded training place irrespective of the general preclusion on government subsidised training places unless they pursue higher qualifications than they already possess, and I ask —
(1) Whether the new Western Australian Vocational Education and Training (VET) model will include a similar exemption?
(2) If no to (1), whether the new Western Australian VET model will categorise government funded courses for the purpose of access to funding?
(3) Whether the new Western Australia VET model will provide fully subsidised foundation level courses?
(4) If yes to (3), what courses will be categorised as foundation level courses?

· The entitlement model for Western Australia is currently being developed.
· As such, I am not able to comment on the specifics of the final model.
· Following consultation with State Training Providers, private registered training organisations, industry Training Councils and employer and employee peak bodies, I can assure you the Government has carefully considered the issues you have raised.
· The model that is introduced in Western Australia will be tailored to this State's needs.
