KEYSTART HOME LOANS — ELIGIBILITY
I refer to recent changes to eligibility requirements for Keystart home loans. (1) Was the decision to change the eligibility requirements based on advice from the Keystart board; and, if yes, when did the minister receive that advice? (2) Will the minister table that advice; and, if not, why not? (3) When and how were these changes officially announced and when did the changes come into effect? (4) Will the changes affect people who had already lodged applications for a Keystart home loan that had yet to receive final approval at the time of the eligibility changes; and, if yes, how many of these applications will no longer be eligible for a Keystart home loan? (2) No. Keystart is a private company with a board of directors operating on the expectation that its commercial advice to the minister is confidential. (3) The changes were announced on 8 April 2010 via the broker network and on the Keystart website. The new policy was effective from 9 April 2010. (4) No. (5) Twenty-six.
