Given that the WA
waste strategy cites tyres as an example of waste management market failure in
both the metropolitan area and regional Western Australia —
(1) What are the details of the initiatives
that have been supported as first-year achievements in the Waste Authority
business plan 2012–17 to improve the recovery of tyres?
(2) How much has been spent on managing tyre
waste so far in 2012?
(3) How much will be
spent on managing tyre waste in 2012–13 and 2013–14?
(4) Is the minister aware of tyres being
collected for recycling in Western Australia ending up in landfill? If so, how
many tyres are sent to landfill when they have been collected for recycling?

(1) The improved recovery of tyres is being
addressed primarily through the national industry-led voluntary product
stewardship scheme for end-of-life tyres due to be introduced in mid-2013,
which is supported by the Waste Authority.
(2) Nil.
(3) An amount of $100 000 has been allocated
to the Waste Authority's 2012–13 business plan for managing
tyre waste. The business plan for 2013–14 has not been finalised.
Actual expenditure will depend on the support required from Western Australia
for implementation of the national product stewardship scheme.
(4) The Department of Environment and
Conservation operates an online controlled waste tracking system which records
the volume of waste tyres transported around the state. The data does not
provide details of what waste collected for recycling is disposed to landfill.
