(2) If yes to (1): (a) what consultants or contractors have been engaged; (b) were each engaged under an existing contract or new arrangement; (c) on what date was each engaged, and by whom; and (d) what has been spent to date on public and community relations, by contractor or consultant? (3) Have any agency representatives, or their public and community relations consultants or contractors attended any Perth Freight Link related community meetings, forums or rallies in 2015 to date? (4) If yes to (3), what meetings, forums or rallies did they attend and did they disclose at those meetings that they were working for, or engaged by either the Department of Transport or Main Roads, and if not, why not?

(2)(a) Carolyn Walker Public Relations; JAC communications; Professional Public Relations Australia (PPR).
(b) Carolyn Walker Public Relations, JAC Communications and PPR were engaged as pre-qualified members of the existing Main Roads panel contract (Contract 114/12 - Panel Contract for the Provision of Public Relations and Community Relations Support Services).
(c) Carolyn Walker Public Relations and JAC Communications were engaged in September 2014 by Main Roads. PPR was engaged on 1 December 2014 by Main Roads.
(d) $255 421 as at 17 August 2015.

(4) Save Beeliar Wetlands and Rethink the Link information session - 11 March 2015; Fremantle Road2Rail public meeting - 11 April 2015; Bibra Lake and Coolbellup Residents' Associations stall and rally - 9 May 2015; Hamilton Hill Community Association rally - 5 July 2015; Perth Freight Link and its alternatives explained - 14 July 2015; Rethink the Perth Freight Link Community Forum - 21 July 2015. These events were open to all members of the public and no one was asked to disclose their identity. Main Roads' community relations representatives attended in an observer capacity only. They were not asked to disclose their identity, nor did they make representations at the public meetings. If they had been asked to identify themselves, they would have done so.
