the $2 million information technology contract to Fujitsu, which, in turn,
subcontracted to Oracle India.
(1) Does the contract allow the contractor to use
subcontractors?
(2) Does the
contract provide that any use of subcontractors must be agreed to by the state
government?
(3) If yes to
(2), did the state government provide its agreement to the use of a
subcontractor?
(4) If yes to (3), who gave the agreement on behalf of the
