(a) The upgrading of Orton Road being proposed as an interim solution until Tonkin Highway is extended further south to Mundijong Road, will remove regional traffic, including heavy vehicles, from travelling through the Byford townsite.
(b) This interim proposal achieves greater value because the extension of Tonkin Highway further south would involve construction of an additional fourteen (14) kilometres of new road at significant cost.
