GALLOP : Indeed, we just heard from the Governor about the policy framework that the government is adopting for our second four-year term and about the specific legislative and other initiatives that will be our priorities. Our focus will be on what matters to the people of Western Australia; that is, services, jobs, our lifestyle and, of course, our regions. Those are the priorities that we will be setting. We were very proud to go to the people at the last election and to report to them about the 90 000 extra jobs and the extra apprenticeships and traineeships that the government had brought into the system to make sure that Western Australians can enjoy the opportunities that come with growth. We were very proud to talk about Western Australia having the lowest rate of unemployment in Australia; about the shorter waiting times and waiting lists in our health system; about the increasing retention rates in education; and, of course, about the falling crime rates in relation to our security systems in Western Australia. We want to continue that work into the future. To carry forward that work, we will need the support of the Parliament. The government will introduce legislation into this Parliament to bring about those changes. Another challenge that we will have to face is coming from Canberra. The Howard government was re-elected and, later this year, will have the numbers in both the House of Representatives and the Senate. The Howard government is full of arrogance. It wants to change the way in which our federation works. This will be a challenge not just to my government but also to this Parliament, because we will be put to the test with the move to centralise industrial and financial power in Canberra.
