I note the sharp contrast between the fantastic progress towards delivering the Government’s election commitments for 3,000 additional car-park bays for the Mandurah and Joondalup train lines and the almost complete lack of progress on the Government’s election commitment for a 3,200 bay multi-storey car park at Sir Charles Gairdner Hospital (SCGH), and ask:
(a) is it true that late last year a development application for the expansion of the cancer centre at SCGH was rejected by the City of Nedlands due to the current lack of parking at SCGH;
(b) is it true that staff are still being shuttle-bussed in from Graylands and Shenton Park to SCGH and Queen Elizabeth II Hospital due to the lack of parking;
(c) is it true that this was only supposed to be a temporary measure, and yet it is coming up to almost two years of staff using shuttle buses;
(d) has the Minister advertised for expressions of interest for the construction and operation of the SCGH multi-storey car park; and
(i) if not, why not; and
(ii) if so, what has been the outcome of the EOI process;
(e) will the Minister bring forward construction on the SCGH multi-storey car-park earlier than the reported start date of 2011;
(f) when is the expected completion date for the car park; and
(g) are delays on this project having an impact on staff morale and staff shortages at SCGH?

Yes. The City of Nedlands did not support the development application for the expansion of the cancer centre due to its views on parking. However, the WA Planning Commission was satisfied with the progress that the Queen Elizabeth II Medical Centre (QEIIMC) has made on parking initiatives such as the travel plan and therefore approved the application for development.
(b) Shenton Park Campus is not being used by Sir Charles Gairdner Hospital (SCGH) as overflow parking. The offsite parking solution at Graylands Hospital was introduced to assist with loss of grade parking at SCGH during the redevelopment. The staff who are parking at Graylands Hospital are dislodged staff from the closure of grade bays and this will continue until the multideck is complete.
(c) The offsite parking solution was always intended to be in use for a five year period, it has been operating for two years and will be required to continue during the phasing of a number of redevelopment projects on the QEIIMC site. This is due to traffic flow issues around construction sites which have to be controlled and limited, as well as the loss of grade parking.
(d) Yes.
(i) Not applicable.
(ii) An announcement of the short-listed proponents will be made by the State at the conclusion of the EOI evaluation process.
(e) No. The procurement timetable for the Project will not be completed until early 2011. Construction of the car park will commence immediately after contracts are executed with the successful private sector proponent.
(f) The car park will be opened in stages to meet parking demand across the site. It is expected that a portion of the car park will be opened as soon as possible in the first half of 2012 to alleviate short term capacity constrains resulting from the various redevelopment projects occurring across the site. All car park construction activity will be completed by no later than 2015 to ensure that there is sufficient parking capacity to assist with meeting the step up in demand that will occur when the New Children's Hospital is open.
(g) Currently only a small number (85) of staff that are eligible for parking under the QEIIMC policy are parking at Graylands Hospital or the Hollywood Nedlands Bowling Club (offsite parking solution) so this project is having limited impact on staff morale. It is accepted that this is an unavoidable consequence of construction, necessary to see the QEIIMC evolve into one of the State's largest centres for medical education and research, to benefit all Western Australians for decades to come.
