Minister for Mental Health:
I refer to allegations of staff misconduct at the Cyrenian
House Milliya Rumurra Outreach Team in Broome.
(1) How many active clients does CHMR have at present?
(2) Is the
service required to visit the communities of One Arm Point, Beagle Bay and
Bidyadanga; and, if so, how often?
(3) Has the
Drug and Alcohol Office received complaints about client files being tampered
with or client files being shredded?
(4) If yes to
(3), who from the DAO has investigated the complaints?
(5) Did DAO
staff disclose any conflict of interest in relation to the investigation of any
reported complaints?
(6) Will the
DAO refer all complaints received in relation to CHMR to an external
investigator to ensure that there is no conflict of interest and that
complaints are properly investigated?

2014 the Cyrenian House Milliya Rumurra Outreach Team service has 24 active
clients in treatment.
(2) Yes; the
service is required to visit a range of communities, including One Arm Point,
Beagle Bay and Bidyadanga. In 2013–14, CHMR is contracted to undertake
12 visits to Bidyadanga, 10 visits to Ardyaloon and 10 visits to Beagle Bay.
(3) Yes.
(4) This
investigation has been the responsibility of the Drug and Alcohol Office's
director of client services and development.
(5) No. I am
advised no conflict of interest exists, either perceived, actual or potential,
for any DAO staff member involved in the complaints process.
(6) No. DAO has
investigated this complaint in line with its ''complaints management—complaints
about a funded or purchased service'' policy and considers the matter
closed.
