I refer to —
Mr
P.T. Miles interjected.
The
SPEAKER : Member for Wanneroo! I call you to order for the first time and
second time.
Mr
M. McGOWAN : I refer to information given to Deputy Commissioner of Police,
Stephen Brown, by the director general of the Department of the Premier and
Cabinet, Peter Conran, on 15 March this year that a security guard at Dumas
House saw the member for Vasse emptying bottles into a bin at the building on
23 February this year. Has Mr Conran advised the Premier what time the security
guard saw the member for Vasse emptying bottles into the bin; and, if not, will
the Premier endeavour to obtain that information from Mr Conran and advise the
house accordingly?

What a remarkable question that is.
The member for Vasse does not appear on CCTV footage on the night of 22 February
or early in the morning of 23 February. The CCTV footage was given to police.
It was examined and re-examined by them; he does not appear on it.
Mr
M. McGowan : Early in the morning.
Mr
C.J. BARNETT : He does not appear on it.
Mr
M. McGowan : The security guard saw him.
Mr
C.J. BARNETT : The security guard may have seen someone, but the CCTV
footage was given to police, it was examined by police and it was re-examined
by police late into the evening and early in the morning. Once again we see the
tactics of the Leader of the Opposition. If we want to talk about conduct of
members and standards, we should look no further than the member for Girrawheen
and her conduct. The member for Girrawheen by her own admission to the media
said that she tried to implicate members on this side to gain political
advantage —
Yesterday, Ms Quirk acknowledged she
was trying to link Mr Miles and Mr Castrilli to criminal activity —
Several members interjected.
Point of Order
Mrs M.H. ROBERTS : Mr Speaker, I
believe that the Premier is effectively answering the question that you twice
ruled out of order and I call on you to remind the Premier that the question he
is answering has been twice ruled out order by you and he is in contempt of
your ruling.
The SPEAKER : Premier, I have
ruled that question out of order twice. It has been canvassed before. You were
asked a question about the events that happened at Dumas House. Could you please
address the events at Dumas House.

Mr
C.J. BARNETT : Television footage was provided by the Department of the
Premier and Cabinet and the surveillance camera footage was given to police. There was no recording of the member
for Vasse emptying anything into the bin —
Mr
M. McGowan : Why did the security guard say that?
Mr
C.J. BARNETT : I do not know; go and ask him! The Leader of the Opposition
has been in the gutter right through this issue. At no stage have I excused or
condoned the actions of the member for Vasse. The Leader of the Opposition has
perpetuated this myth of a cover-up and he has not produced a skerrick of
evidence of that, yet we see the member for Girrawheen's appalling
conduct today in this house.
The
SPEAKER : I have ruled on this thing about the member for Girrawheen. Have
you concluded your answer?
Mr
C.J. Barnett : I have.
