I refer to the Minister's announcement on 2 April 2009 that he had personally developed a five point plan with the board and management of Synergy to ensure Western Australians would receive a world-class customer care and billing platform, and I ask
(a) in reference to the moratorium on disconnecting Synergy customers during the year 2009–10, did the moratorium result from any discussions held between the Minister and the board or management of Synergy, and if yes, on what dates did these discussions take place and with who were these discussions held;
(b) was it the Minister who suggested the implementation of the moratorium, and if yes, did the Minister issue a media release to announce his intervention, and if so, on what date was this media release issued; and
(c) has Synergy calculated the total monetary amounts involved in this moratorium, if yes, what is this amount, and have all these amounts now been recovered; and
(d) If no to (c), what amounts remain outstanding, and were there other costs due to this moratorium, in addition to the amounts set aside, such as through interest costs, and if yes, what were these costs?

d) To calculate the financial impact of the disconnection moratorium would consume undue resources. The cost is not relevant in any case as the moratorium was established to ensure no incorrect disconnection of customers would occur,
