(1) Providing the costs attributed to native forest timber harvesting for the activities identified in question (1) is not feasible as the Department of Environment and Conservation (DEC) does not classify expenditure at the level of these activities. DEC manages State forest and timber reserves for a range of values, not just timber production. Therefore, financial reporting reflects expenditure to manage these values across the whole of State forest and timber reserves.
The following breakdown of expenditure on the Sustainable Forest Management Service for 2010/11 into its major components follows:
$7 068 432: Works undertaken for the Forest Products Commission (FPC) for the appropriation to DEC, including protection burning and forest silviculture.
$2 619 199: Works undertaken for the FPC that the FPC pays DEC for, particularly a corporate service bureau and suppressing fires in pine plantations.
$3 619 296: Implementation of the Forest Management Plan, inventory mapping services, dieback management and policy determination undertaken by DEC's Sustainable Forest Management Division. This included expenditure of $900 000 funded by the FPC as a contribution to the implementation of the Forest Management Plan.
$2 875 689: Forest science research.
$9 889 320: Prescribed burning, control of dieback, weeds and pest animals, maintenance of access roads and other forest estate management activities in DEC's three forest regions (Warren Region: $3 135 435; Swan Region: $3 150 559; and South-West Region: $3 603 326).
$11 371 044: Fire management activities including providing for bushfire suppression administered by DEC's Fire Management Services Branch.
$3 993 678: Grants and recoupable projects undertaken for external parties.
$4 202 923: Depreciation charges.
$2 898 472: Central corporate cost incurred by DEC to support the above activities. These costs include financial services, human resources, geographical information, information technology, audit, insurance and other corporate support.
Total: $48 538 053
(2) Yes
(3) $2 619 199 for work related to providing a corporate service bureau and suppressing fires in pine plantations. Also the FPC makes payment to the Consolidated account of $7 068 432 which matches the appropriation to DEC for services to the FPC.
Funds recouped from the Water Corporation in relation to the Wungong Catchment Trial are included in the $3 993 678: Grants and recoupable projects undertaken for external parties.
