The previous Attorney General received as a matter of course direct independent purposely-prepared psychiatric and psychological reports from the Forensic Case Conference Committee before considering pre-release programs and parole requests for those prisoners that he was to consider.
Does the Minister as a matter of course, receive advice which meets each of the following requirements -
(a) psychiatric and psychological reports;
(b) independent;
(c) prior to considering a pre-release programs and parole requests;
(d) prepared ‘specifically’ for that purpose; and
(e) from the Forensic Case Conference Committee?
