As a result of this review a range of route and frequency improvements were recommended and have been implemented. A review of the effectiveness of the improved network is about to be commenced. A service improvement has also been planned and implemented on a trial basis for the Busselton Town Bus Service. This 12 month trial of additional Busselton bus services, involves a service increase from a three day per week service to a five day per week service, and the addition of a late shopper service on Thursday evenings. The future of these service improvements will depend on the results of the 12 month trial. In terms of current service planning and audit activities, the PTSD has begun a major review of two further regional town bus services. The first being a review of Bunbury’s suburban bus routes and the surrounding school bus services. The review is in the process of mapping all existing services and identifying patronage levels on them. The next phase currently planned to start next month is for the PTSD to work with the City of Bunbury, the local community and the local bus operators to identify the gaps in these bus networks and on how best to address them. (a) In order to conduct coordinated audits of regional public transport across Western Australia and follow this up with a practical program for public transport improvements, it was first necessary for this Government to address structural reform of the Government Agencies involved in public transport. The Machinery of Government Report commissioned by this Government identified benefits in creating a new Public Transport Authority which would amalgamate all of the Government’s operational components involved in public transport management and public transport delivery. Legislation to establish the new Public Transport Authority has now been passed and I envisage the Authority commencing operation in the near future. While awaiting this new Agency, whose core focus is public transport, the Department for Planning and Infrastructure (DPI) had already bought together into one division those elements of the Department responsible for public transport (that is Transperth, Regional Town Bus Services and School Bus Services). This temporary divisional arrangement within DPI, the Public Transport Services Division (PTSD), has commenced action on some regional public transport audits around the State, and in some instances improvements have already been introduced.
