I refer to substantial savings made in the average cost of
an Individualised Community Living Strategy (ICLS), of approximately $18,372 or 22 per cent per
ICLS, and I ask: (a) were the savings made reinvested into funding additional Individualised Community Living Strategies; (b) if no to (a), why not; (c) how many people are waitlisted for ICLS; (d) will the Minister table a copy of the evaluation of the ICLS that was expected to be finalised early in 2015-2016; and (e) if the evaluation of the ICLS has not been finalised, when is completion expected?

(a) No
(b) Packages of support through the Individualised Community Living Strategy are required on a recurrent basis to support individuals in their own homes in the community. The savings made resulted from support packages being allocated and commencing at staggered times throughout the financial year and therefore expenditure on these are not reflective of the full year costs for an individual. This results in one off savings that are not sustained in the following financial year and therefore cannot be committed to additional support packages.
(c) Nil, ICLS do not use a waitlist.
(d) The report has been finalised and a response to it is nearing completion. Once the response has been completed, both the evaluation report and the response to it will be made publicly available.
(e) Not applicable
