In relation to the Department of Commerce’s Local Content Unit, I ask:
(a) how many full-time equivalent (FTE) positions are budgeted for within the Unit;
(b) what is the level, title and job description of each FTE budgeted for in the Unit;
(c) which of the above positions in the Unit are currently not filled;
(d) what is the Unit’s total budget;
(e) which Department division has responsibility for the Unit;
(f) is there a Local Content Unit office; and
(i) if so, where is it physically located; and
(ii) if not, where are the Unit employees located; and
(g) what are the Unit’s key performance indicators?

(a) In the 2010-11 Budget there were 4 FTE positions within the Local Industry Participation team. A further 5 positions have been advertised which will result in 9 FTE positions in the unit. This reflects the significant commitments by the Government to the implementation of its Local Participation Framework.

General Manager, Level 8
The position requires a thorough understanding of the Western Australian economy and is responsible for providing advice to the Government on Local Industry Participation matters. The role requires high level stakeholder management skills through an active engagement with industry, academia and Government.
Manager, Level 7
The Manager's role is to administer State Government policies and liaise with industry to maximise local content opportunities for Western Australian industry and to maintain positive relationships with client and stakeholder groups. The role requires an ability to manage and plan multifaceted projects.
Project Manager, Level 7
The Project Manager is responsible for administering State Government policies and liaising with industry to maximise local content opportunities for Western Australia. The position requires the ability to lead and manage complex projects to ensure that projects progress as intended.
Senior Project Officer, Level 6 (x 3)
The role of the Senior Project Officer will be to assist with the implementation of the Building Local Industry Policy and the management of Industry Participation Plans. The role also includes the management of the Industry Capability Network contract and liaison with the Commonwealth Government and high level stakeholders. The position also requires the responsibility to increase and maintain dialogue with Western Australian industry on a range of local benefit issues, supplier performance and potential for overseas growth.
Project Officer, Level 5 (x 2)
The Project Officer is responsible for undertaking company visits across Western Australia to promote current (Commonwealth) and State programs designed to improve industry capability and competiveness. The Project Officer is required to identify opportunities for local companies to consider entry into global supply chains. The role is responsible for implementing the Industry Participation Communications Plan and to introduce and maintain a detailed reporting system on local content outcomes. The reporting will be conducted on all eligible public and private projects.
Research Officer, Level 3
The core function of this role is to assist the Industry Participation team to maximise local industry participation in major public private sector projects. This will include providing executive and administrative support to the General Manager, Industry Participation and other senior officers in the branch, including researching projects and other administration tasks.
(c) The five new positions were advertised on 24 September 2011.
