I refer to the Mental Health Commission 2017-18 Annual Report and Appendix 1 - Non-Government Organisations that the Commission provided funding for during 2017-18, and I ask: (a) for each of the organisations listed in Appendix 1, what amount of funding did they receive in 2017-18; (b) for each of the organisations listed in Appendix 1, what amount of funding have they been allocated in 2018-19; (c) for each of the organisations that have had their funding in 2018-19 reduced or ceased when compared to 2017-18, what was the reason for the change; and (d) for each of the organisations whose funding has been reduced or ceased, are the services they were providing now being provided by another organisation: (i) if yes to (d), please outline the name of the organisation that used to provide the service, the name of the new organisation providing the service and the amount of funding allocated to the new organisation?

Australian Medical Procedures Research Foundation
In 2015/16 Government approved a one-off grant over three years. The last tranche of this grant funding ceased on 30 June 2018.
Bloodwood Tree Association
One-off grant ceased on 30 June 2018.
Brightwater Care Group Ltd
No reduction in funding but timing of payment across financial years impacted on the amount reported for each financial year.
Consumers of Mental Health WA (CoMHWA)
Two one-off grants ceased on 28 February 2018 and 31 May 2018.
Curtin University of Technology (MCAAY)
One-off funding provided in 2017/18 for trialling Think Mental Health public education mainstream media.
Curtin University of Technology (National Drug Research Institute)
Time limited research project with a projected end date of 30 June 2019. No further payment in 2018/19.
Devenish Lodge
Devenish Lodge funding varies according to actual bed occupancy and the assessed level of personal care support of each resident. There was a lower assessment of personal care support need in 2017/18 resulting in lower budget allocation in 2018/19.
Franciscan House
Franciscan House closed on the 31 December 2017.
Gosnells Women’s Health Service
One-off grant funding ceased 30 June 2018.
Hope Community Services - Street Van Outreach Program
Funding ceased on 30 June 2018. This was a historically funded service that was assessed as a low priority due to youth clients being able to access services at the South East Community Alcohol and Drug service in Armadale and the Department for Communities (prev. Department for Child Protection and Family Support) also operate similar outreach services for at-risk youth.
Hope Community Services - Geraldton Sobering Up Service
Funding ceased on 31 December 2017. The client usage rates were low and the service was not providing value for money. The MHC has not received any reports from the WA Country Health Services, Geraldton Hospital, Geraldton Police and the Geraldton Aboriginal Medical Service regarding the impact of the closure of the service.
LAMP Inc
The non-recurrent grant funding for 0.5FTE homelessness worker came to an end on 30 June 2018. This organisation also received grant funding from Department of Communities. The funding was under the Commonwealth Homelessness National Partnership (HNPA) and Department of Communities was the lead agency. The decision to not provide additional funding was due to the term of the agreement expiring and uncertainty at the time regarding the HNPA. In 2018 the Commonwealth government replaced the HNPA with a new Housing and Homelessness Agreement.
Spirit of the Street Choir
Funding ceased on 30 June 2018 as services, though aligned with the Western Australian Mental Health, Alcohol and Other Drug Services Plan 2015-2020, were assessed as a lower priority compared to front line support services.
St John of God Hospital Bunbury
Funding was provided as part of the WA Methamphetamine Plan for clinical nursing positions at Bunbury Hospital, which ceased on 30 June 2018.
St Patrick’s Community Support Centre
Funding ceased on 30 June 2018. The service is a choir and was assessed as a lower priority compared to front line support services.   In addition the MHC’s funding is only 1.4 per cent of the organisation’s total funding.
Teen Challenge Perth
Funding ceased on 31 December 2017. The MHC purchased a small number of the total number of rehabilitation beds the service delivers. The organisation receives a high percentage of donations from private sponsors. They continue to operate and there has been no reduction in the level of service they provide.
The Samaritans
Funding ceased on 30 June 2018. The service provided by the Samaritans is a similar service to those provided by two other services funded by the MHC who provided stronger models of support through more active telephone counselling and referrals.
University of Sheffield
Time limited research project with a projected end date of 30 June 2019 and final payment due on completion of project.
University of Western Australia – Fly In / Fly Out Research
Time limited research project which ceased on 28 September 2018.
Western Australian AIDS Council
One-off grant funding ceased on 30 June 2018.
Zonta House
One-off grant funding ceased on 30 May 2018.
