On behalf of the parliamentary secretary representing the Minister for Planning and Infrastructure, I thank the member for some notice of this question. (1) The original five-point plan as established by the Minister for Planning and Infrastructure in consultation with landowners at Stakehill Swamp is still in operation and is used as the basis for all negotiations. There are 27 private lots to which the five-point plan applies, and since its inception 13 full or part-lots have been purchased under the plan in consultation with the landowners concerned. A further nine landowners have no interest in selling their land at this time. (2) MRS amendment 1050/33 awaits the finalisation of environmental conditions by the Minister for the Environment. The appeals convener has yet to finalise his report on appeals, including that on Mr and Mrs Higginson. (3) A number of land exchange options have been proposed to Mr and Mrs Higginson both formally and informally, and all these land exchange options remain available should Mr and Mrs Higginson wish to pursue this opportunity. Mr Giles phoned Mrs Higginson after their return from holiday and offered to meet with them again to discuss this matter further. Mr and Mrs Higginson have not yet come back to Mr Giles to indicate that they would like to meet with him. The offer remains open.
