ENERGY EFFICIENCY STRATEGIES
I refer the minister to page 47 of the “Energy2031 Strategic Energy Initiative Directions Paper”, which states — Western Australia is involved in the development and implementation of the National Framework on Energy Efficiency and the National Strategy on Energy Efficiency. I also refer him to measure 3.3.2 on page 26 of the national strategy, which commits Western Australia to the phasing in of mandatory disclosure of residential building energy, greenhouse and water performance at the time of sale or lease, commencing with energy efficiency by May 2011. Which legislation does the minister intend to use to make sure that WA honours this commitment? Hon PETER COLLIER

I thank the honourable member for some notice of this question. The national strategy for energy efficiency was released in July 2009. At that time it was planned for measure 3.3.2 to be implemented by May 2011. There have been delays at the national level related to the regulatory impact assessment process for this measure, and it is now expected that the measure will commence in 2013. As the regulatory impacts of this measure have not yet been finalised and accepted at the national level, the required legal measures for its implementation in WA are yet to be determined.
