(a) The Government committed to construct and staff 3 multi-functional remote police facilities. (i) After consultation with communities throughout Western Australia and priority analysis of the needs of those communities relating to the Government’s commitment in Putting People First to “strengthen responses to child abuse and family violence”, it was determined that the priority one locations are Warburton, Balgo and Kalumburu. (ii) There will be four police officers located in Warburton, two in Balgo and two in Kalumburu. (iii) The FTEs for all of these positions will be sourced from within current WA Police Service resources. (iv) Construction for the multi-function facilities in Warburton, Balgo and Kalumburu is earmarked for the 2003/04 financial year. It is not possible to specify the exact date for commencement of construction until the community consultation and planning phase is completed. The planning phase has just commenced in Balgo and Kalumburu and it is not possible to estimate how long this phase will take. The Warburton planning phase has progressed further and it is expected to be the first site to commence construction. (b) The Government also committed to employ an additional 25 Child Protection Workers. (i) Interviews for these positions are currently occurring throughout the state. It is expected that appointments will be finalised in August 2003. Base funding for 2003/04 will be $857,677 (excl of GST) with additional $200,000 for outreach services for Gordon Inquiry recommendation to expand sexual assault services regional Western Australia in partnership with Aboriginal communities. As part of the current funding, Regional Sexual Assault Centres (SARC) provide community based health education and advice, counselling and therapeutic services. The SARCs are working in partnership with Aboriginal Medical Services and communities to develop locally specific strategies. (ii)-(iii) Funding for this initiative commences in 2003/04, the level of funding to be directed to regional Western Australia is still being determined. (iv) Funding for this initiative did not commence in 2002/03. In 2003/04, $450,000 has been allocated to expand community based programs and community supervision agreements in regional Western Australia. In response to the question regarding the Government’s specific 2003/04 commitments in relation to the Response to the Gordon Inquiry,
Putting People First
:
(a) The Government committed to construct and staff 3 multi-functional remote police facilities.
(i) After consultation with communities throughout Western Australia and priority analysis of the needs of those communities relating to the Government’s commitment in
Putting People First
to “strengthen responses to child abuse and family violence”, it was determined that the priority one locations are Warburton, Balgo and Kalumburu.
(ii) There will be four police officers located in Warburton, two in Balgo and two in Kalumburu.
(iii) The FTEs for all of these positions will be sourced from within current WA Police Service resources.
(iv) Construction for the multi-function facilities in Warburton, Balgo and Kalumburu is earmarked for the 2003/04 financial year. It is not possible to specify the exact date for commencement of construction until the community consultation and planning phase is completed. The planning phase has just commenced in Balgo and Kalumburu and it is not possible to estimate how long this phase will take. The Warburton planning phase has progressed further and it is expected to be the first site to commence construction.
(b) The Government also committed to employ an additional 25 Child Protection Workers.
(i) Interviews for these positions are currently occurring throughout the state. It is expected that appointments will be finalised in August 2003.
(ii) & (iii) Of the 25 additional Child Protection workers, 15 will be located in regional Western Australia in these communities.

(c) The Government also committed to expand the Strong Families program from 2 sites to a total of 12 locations by the end of 2003/04.
(i) & (ii) Of these 12 locations, seven will be in the following regional areas:

- Bunbury;
- Kalgoorlie;
- Northam;
- Port Hedland; and
- Mid-west location yet to be finalised.
(d) In relation to the initiative to deploy 14 skilled Aboriginal Support Workers –
(i) & (ii) There are no Aboriginal Support Workers currently employed in regional Western Australia as these are new positions with new roles arising from the Government’s Response to the Gordon Inquiry.
(iii) & (iv) Of the 14 new Aboriginal Support Worker positions, nine will be appointed in regional Western Australia in the following locations:
- Broome;
- Fitzroy Crossing;
- Kalgoorlie;
- Katanning;
- Kununurra;
- Laverton;
- Mount Magnet;
- Marble Bar; and
- Northam.
(e) In the Response to the Gordon Inquiry, the Government also provided additional funding for initiatives to strengthen responses to child abuse and family violence and to vulnerable children and adults at risk. Of the additional funding made available under the government’s Response to the Gordon Inquiry, the following funding will be directed to regional Western Australia in 2002/03 and in 2003/04:
(i) Sexual Assault Services
In 2002/2003, base funding of $857,677(excl of GST) was directed to Regional Western Australian Sexual Assault services located in Bunbury, Eastern Goldfields Geraldton, South Hedland and Mandurah, with an additional $150,000 (excl of GST) allocated for planning of services in response to the Gordon Inquiry recommendation to expand sexual assault services in regional Western Australia in partnership with Aboriginal communities.
Base funding for 2003/04 will be $857,677 (excl of GST) with additional $200,000 for outreach services for Gordon Inquiry recommendation to expand sexual assault services regional Western Australia in partnership with Aboriginal communities.
As part of the current funding, Regional Sexual Assault Centres (SARC) provide community based health education and advice, counselling and therapeutic services. The SARCs are working in partnership with Aboriginal Medical Services and communities to develop locally specific strategies.
(ii)-(iii) Funding for this initiative commences in 2003/04, the level of funding to be directed to regional Western Australia is still being determined.
(iv) Funding for this initiative did not commence in 2002/03.
