I refer to answers provided in Legislative Council Budget Estimates in relation to the Agricultural Supply Chain Improvement Program, in which the Minister explained that "realignment refers to recognising unspent 2024-25 actual funds in 2025-26", and that "The Agricultural Supply Chain Improvement Program contributes $46.216 million to the Estimated Actual Total Cost of Services for 2025-26", and I ask: (a) why were these "actual" funds unspent in 2024-25; and (b) in relation to (a), were any unspent funds allocated to further future years past 2025-26?

(a) The Midland line upgrade did not commence until the last quarter of 2024-25, which shifted payments into predominantly 2025-26.
b) Unspent funds were allocated to 2025-26 and 2026-27 to support project delivery.
